Powers:
Power Detection- can sense the presence of active and dormant supernatural powers and possibly gain detailed understanding about them within a given area (Roll psyche for detection)
Power Inducement- The user can unlock all the prior restraints, mental blocks, physical barriers, and spirituals inhibitors within another individual to unlock hidden or dormant abilities (Roll psyche, can be used once a day. Yellow = Success. Green = Temporary manifestation). Mental blocks and particularly insistent blocks (such as those placed by divinities, or those with a will of their own), may reassert themselves after a certain time.
Power Augmentation- The user can power up abilities of others so that they can reach high level mastery and control instantaneously. Users cannot steal or give power, only enhance the ones their targets already have. ((Roll Psyche, +2CS to special abilities, Red = Full Battle, Yellow = 3 rds, Green = 2 rds, White = 1 rd. 1 use per rounds)
Power Negation- The user can cancel out the powers of others, making them unable to utilize their powers as long as they are under the user's affect. (Roll psyche, can be used only once per round. Success means all super/mutant/magic powers are negated. Red = Full battle, Yellow = 3 rds, Green = 2 rds, White = 1 rd)
Particularly powerful metahumans may be able to recheck their Psyche VS the original block to break it early, but this take a full round action. In the case of a Red, this can only be attempted after at least 5 rounds have passed since the block was put in place.

Personality - Hard-nosed, lives and breathes his work, guarded, street-smart
History - Drake Young lived a tough life. After growing up in very tough Newport News, VA, Drake passed around foster home to foster home after losing his mother to illness at age 7. Drake's life further drew complicated when he was 14. After spending an extended time at a foster home in Norfolk, Drake had forged a friendship with another boy in the homed named Julian. Through a bit of trial and error, the two bonded over their common traits, being from broken homes, being the same age, and having mutant powers.
They stuck together until Julian had an unfortunate accident when protecting Drake from a group of bullies. He let his powers show in a fit of rage, accidentally leaving another teen boy in a comatose state. It wasn't long before a lynch mob came after and killed Julian. Even more frustrating was the fact that no one was convicted and no one seemed remorseful. This incident had a profound effect on Drake, as he began to question his own existence as well as the use of mutant and super powers. It wasn't long before he was self-depreciating and planning to stop those like Julian.
After college and enrolling in the police academy, Drake didn't get his shot at policing supers, instead entering the narcotics division. Year by year, his deep undercover endeavors ripped apart his newly formed marriage and led to many addictions despite receiving high marks as an officer. After losing the family he loved and coming sober, Drake was transferred to a different department where he'll finally have an opportunity to police those like Julian, the brother he had lost.
