Victoria Jane Allison, better known as Tori, has had a rough and tumble past. As a kid and teenager she was a regular delinquent that fell in with a bad crowd. She established herself as a girl that didn't take crap from anyone and spent her youth in and out of rehabilitation facilities and juvenile delinquent centers. Originally from Chelmsford, England, she made regular trips to Londons and other prominent cities to cause trouble at football games. She did the same in France and Germany, and if her behavior was poor at home it was downright atrocious in other countries. However, as big as the chip on her shoulder was, Victoria eventually realized that few among her delinquent friends had her best interests in mind. Everyone wanted to see how far she would go and what she would do next. She suddenly found herself wanting a better life for no other reason than she knew the groups she rolled with were only going to drag her down.
She tried to clean up her act, but in applying for university she found the damage was already done. No school in England would take her and going out of country was simply too expensive. Tori was forced into the one option where no one thought she could cut it: the military. And much to everyone's suprise she excelled there. The military was a place that would except nothing less than her best, and the constant beratement from her training officers only served as fuel to help her prove them all wrong. Tori was finally in a place designed to test her, challenge her, and make her better. It was a dream come true, and she would have the money to pay for education and forge a better life for herself. Until her mutation manifested.
Originally a Sand and Wind based mutant, her power first triggered while on peace-keeping duty in the Middle East as part of a NATO task force. It took her two days to pull herself back together and make it back to camp where she was forced to show her mutant powers to her commanding officer as she was facing charges of desertion. She was pulled from active duty and sent back to England where her frustrations boiled over. She got drunk and practically wrecked two whole city blocks, filling them with sand and causing immense property damage. She would have been arrested but no one could find her in the aftermath. Naturally she was expelled from the military with a dishonorable discharge, and given she was already wanted she decided to just be a criminal. If the world didn't want her to succede through hard work and determination, why should she care anymore?
She robbed banks on occasion, her sand-based powers making it incredibly easy to break into vaults, and also single-handedly terrorized whole gangs. Tori established herself throughout Britain as someone who wasn't to be trifled with. However, once again things drastically changed when a partner in-crime betrayed her and tried to kill her with magma based powers. Tori, or Sandstorm as she was known then, was left for dead- except she didn't die. Her powers were altered- where once she was sand, she was now made of glass. Her genes had adapted in whatever way they could under the immense stress. In the wake of the incident, she hunted down her old partner, and while the experience was terrifying she came out victorious. Her need for revenge wasn't completely sated- but she wasn't about to go on a rampage. Instead she turned herself in and gave up everything she knew of of Britain's criminal underworld, and even offered to return the vast bulk of the money she'd stolen in exchange for leniency.
With her sentence served, Tori decided that maybe Britain wasn't a good place to stay and has come to America to try and find a new life, trying to pick up the pieces in more ways than one.
Loud, crude, and abrasive, Tori doesn't have much of a filter or a whole lot of tolerance for stupidity. She doesn't take insults well and doesn't let go of a slight. She's tried to change her stripes in the bast, but her temper always tends to win in the end and as a result she's mostly settled in to her cantankerous nature. That said, with her brash and bold attitude she's a regular free-wheeling daredevil who can be the life of the party right up until the moment she ruins it with a very loud, very off-color remark. If someone can make it through all the attitude and anger and become her friend, well, they've found someone who is as loyal as they come. But that first part isn't as easy as it sounds, and it honestly doesn't sound very easy.

Matter(Glass) Control - Able to shape and control glass with a Psyche+1CS. A Remarkable grade power, it can easily manipulate a maximum of 400 pounds of glass. She can shape glass into any general form matching her shapeshifting powers below, but creating more detailed or complicated objects requires a power stunt.
With great difficulty (Straining, moving it very slowly or just holding it in the air), she can lift up to 800 pounds. This is not suitable for combat or even flight.
*Glass Strike - If used as a basic attack, Victoria can fling blades or balls of compacted glass, using her Control rank as the attack roll. This deals either Remarkable (30) bludgeoning damage or Incredible (40) slashing damage. A huge amount of shattered glass deals Amazing (50) slashing damage, and ignores armor that doesn't fully seal in the wearer. The slashing modes of this attack are highly lethal to organics.
*Bonding - With a standard control check, Victoria can heal/repair glass objects for up to 50 points of damage modified by color, by filling the fractures with additional glass. She can also less tactfully bind glass pieces together for whatever reason she might do this. If fixing something particularly delicate, a White check may result in structural flaws that are worse than the original damage.
*Collection - With a full round of concentration and a control check, Victoria can collect the nearest 800 pounds of glass in the area into a sphere around her (Modified by color). The maximum collection range is roughly four blocks.
*Disruption - With a standard control check, Victoria can deal Amazing (50) damage that ignores armor or resistance to anything made mostly of glass, affected by color. This works to a lesser degree on anything with a crystalline structure, imposing a -2CS to both the attack check and the damage dealt. Victoria doesn't need visual contact to shatter something, but she does need to know it's there.
Entities with only components of glass or crystal are affected by this only at the GM's discretion, and in such cases once all their glass has been broken, another disruption shock isn't going to do much.
*Flight - If Victoria has sufficient glass to bear her weight, or is in glass form, she can fly at up to Remarkable airspeed with Psyche based maneuverability. She can generally carry at most one rider, unless they're very small or very light.
** Shatter - By Disrupting herself or flying into a wall, Victoria can willingly force her glass form into Shard mode. This requires a yellow Psyche check, and on a failure she flinches, only managing to deal 10 damage to herself.
*Matter Creation (Glass Only) - Victoria can generate 5 pounds of glass at a time, affected by color and requiring a full round concentration check. The glass created is of middling quality, and overuse may harm Victoria or the area around her, as she still has to draw silicate from her surroundings.
*Body Transformation (Self) (Glass-only) - Victoria can transform into an entity of pure glass. In this form she gains an additional +1CS to her glass control, and can target herself with manipulate or bond.
In Glass form, Victoria has Remarkable (30) natural armor against Slashing and Piercing weapons, and a complete immunity to acids and poisons.
Bludgeoning, Sonic, Ice, and Fire attacks deal +1CS damage, and may force her into unusual forms.
**Shard Form - A Yellow Sonic or Bludgeoning attack dealing at least 30 damage shatters Victoria. In this form, she counts as 'a great deal of shattered' glass, gains a +1CS to flight speed and control, and can squeeze herself through small gaps. She can't be damaged in this form unless by energy or wide-area attacks, both of which deal double damage.
Remaining in this form requires a Yellow or Green Psyche check per round to resist the urge to pull back together. Every round she remains, her check is lowered by -1CS, until it fails automatically at Typical. Reforming requires a full round of concentration, even if she's trying not to.
*Frozen (Glass form only) - For one round after being struck by a Yellow Ice attack dealing at least 30 damage, Victoria acts at a -2CS overall, as moving is dangerous in her brittle state.
*Molten (Glass form only) - If struck by a Yellow Fire attack dealing at least 30 damage, Victoria melts. In this state she is mostly harmless unless someone is stupid enough to touch her, and can only burble around the ground at a walking pace. She can however squeeze into very small spaces in this state.
Reforming requires a Yellow Psyche check, which she can attempt once per round in combat or once per minute out of combat. She must also have space to reform, and be in a relatively cold space.
